There should be no need for you to pay again if you've already purchased the Expansion Pass. Do both The Dark Below and House of Wolves show up in the Xbox Marketplace as "Purchased"?

If the Xbox Marketplace is not recognizing your purchase history you will need to reach out to Microsoft Xbox Support for further help. Bungie does not have the ability to adjust purchase licensing on the Xbox Marketplace. Only Microsoft Xbox Support can fix your issue. Sorry I can't be of more help!
