The Locust army couldn't even handle the lambent outbreak. The flood could easily consume their ranks for the extra (man?) power. Then use the Locusts and their weaponry against the hive. The Lancer, Hammerburst, Boomshot, Torque Bow, etc would be more than enough to kill lower ranking hive such as thralls and acolytes. Wizards and knights would be a little tougher but I imagine the Boomshot and Torque Bow can still do the trick. Also, for this debate, can the flood prey off weaker or foolish guardians that underestimated them? If so, the flood harnessing the guardians power could tip the scales in their favor since Oryx isn't known to have taken any guardians.
The flood assimilate everything they kill and gain knowledge from it. With one high ranking wizard they would learn the secrets of the darkness and turn the hive's power against them. I shudder to think what a gravemind with the powers of the darkness would be able to do, it'd probably ascend even Oryx in power.
Detailed account of why the hive would loose to the flood:
[spoiler]The hive, though unlike any other life form known, are still organic and that renders them vulnerable to flood infection. They feel pain and have individual thoughts as shown in the ghost fragment: Warlock 2 [url=http://www.destinydb.com/grimoire/101110-ghost-fragment-warlock-2]link[/url] which means each individual is a separate entity with some sort of nervous system that can be attacked.
The key to the floods' success is the highly adaptable "flood super cell", which essentially acts like a virus on steroids, converting the hosts cells into flood matter and allowing them to manipulate their hosts on a cellular level. You know the huge tendril claw that flood have on their arms? That is bone matter taken out of the host's ribs and other unessential body parts and reformed into a weapon, they can do that in seconds! A thrall may turn to ash when it dies but by the time that happens pretty much the entire organism will have been converted and re-purposed to serve the flood.
And then we have the icing on the cake, the gravemind. If this is a full out war then I'm going to assume the flood have a gravemind already because it's their equivalent to Oryx or Crota. The gravemind would absorb the knowledge of fallen hive soldiers and essentially learn how to harness the power of the darkness without ever getting close to a combat zone. And then since each flood soldier is directly controlled by the gravemind they in turn would also gain darkness powers. There is much we don't know about how dark powers work so it could be down to the individual form how powerful they can be but the gravemind would essentially become the equivalent of a hive god through knowledge and the biomass of powerful hive entities. This isn't even starting on the gravemind's strategical brilliance, it could most definitely outsmart the hive if it couldn't destroy them with brute force because lets be honest, what we've seen of hive strategy isn't very complex.

Update: I thought of one thing the hive could use against the flood. The deathsinger knows the song of death, and to know the song is to die. So it is possible by allowing herself to become infected she could single-handedly kill the entire flood army in one go, as the gravemind would absorb the knowledge of the song by consuming her. Then again her immunity could just carry on into the flood itself so I'm not sure how this would turn out.
Flood because they infect the dead (and alive temporarily) and the hive are already sorta dead already they just are armed with their own weapons instead of using other 'factions'
Flood. It fights by turning your own soldiers, weapons and tech against you. The only way to kill it would be to destroy any possible host for it, which would involve the destruction of your own faction and almost all life
