Pretty sure Treyarch does the Black ops series..

Activision is the publisher. They had nothing to do with the making of the game lol. They're the guys who keep the games' franchises going. Who get the money, and distribute it to companies such as: Bungie, Treyarch, Infinity Ward, and Sledgehammer Games.
