You will start getting blues soon enough, the level 31 dungeons pretty much hand them out. I find dungeons to be better for gear than the questing to be honest.

One question, is it better to do dungeons over and over again instead of focusing in quests in order to level up? Some people say to keep doing quests but I'm not sure if you only get the xp from a dungeon the first time you beat it... I know, I'm such a baby in elder scrolls games

I'm not sure, I do both. Dungeons are too much fun to pass up not to mention the loot you get. I'd say take your time, find all the sky shards and lore books in each area and do all the quest. That's what I'm doing and I'm over leveled for the third area lol
