Ok, here is how I interpreted that statement. They are redesigning certain exotics. It seams that they are attempting to make some of the underperforming exotics more desirable. I believe you will be able to aquire and upgrade all the exotics in year 2.

They specifically noted only some Exotics are being redesigned and revamped to Year Two quality in the Taken King on the stream yesterday. They also noted that Infusion was only for Year Two weapons as well. As of right now, there is no way to upgrade neglected Year One Exotics to a higher level.
