I don't think either should be nerfed. I think balancing should be done with buffs, thank you very much.
Why do we always have to get weaker? Why can't it be
"That hunter (let's face it that's who were talking about) just blink shottied me 10 times in a row. Can't I get a stronger shoulder charge to counter it?"
Or you could plan for the maneuver, but that's asking you to think and use tactics so I won't push the point

I usually just change up my tactics. Casul scrub Blinkshotting? Time to bunny hop. Guy keeps blinking away when I engage him? Time to stay indoors under a low ceiling. Guy likes to Blink+Nova Bomb? Well...crap, I'm a Titan...can't blink out of it. Uh...FIST OF PANIC!!!

See? This is what a smart player does! Which is why we can expect to see this in A) "pro"play B) .05% of regular games

That could be bad thinking because if more buffs are implemented, then there will be less time to kill in the overall game making it less skill based. People will rely harder on the one shot weapons and abilities, and it would ruin crucible. Buffs and nerfs just shouldn't exist.

Unless we boost armor....
-
Why would we do that? It's already a balanced mechanic.

Because I'd rather see buffs than nerfs, at least in destiny
