So a two shot from a messenger is more skillful? How's that more skillful than two shots from a hand cannon?

You actually have to hit all of the shots, so really it's a six-shot.

I'd get into a debate about it, but frankly the weapon 2.0 update is going to nerf pulse rifles as well so it's pretty much a moot point.

It's still a 2 burst kill with. 2% damage decrease

I don't know about that...remember, auto rifles only got a 2% nerf and look how garbage they became. We can theorize all day what we think is going to happen but one thing Bungie has proven is their damage scaling/reduction and percentages don't seem to be what they say they are.
