Kazuma is poor guy raised in the lands were ppl were infected with these radiation thing that gave ppl "alters" speacial powers that manifest from ground floor material to a special unique power, his rival is a person living in the good side of town with powers n he's part of the govt police type deal.... Bottom line there there opposite life's both fighting for good and eventually cross paths, there ambition to get better reminds me that of sauske or narutos unflintching resolve......must watch! Tear jerker moments! Has it all!
