See patch 1.1.1, they included the vex in with the general fusion rifle nerf as it is considered a secondary weapon. They stated this is a mistake(bottom of patch notes). They also made it spawn with less ammo, an issue they have since fixed. The general fusion rifle nerf made it have a larger cone, or spread, on projectiles fires. Basically, they made it very inaccurate.
