Due to Destiny's highly server-sided nature, the patches would need to be uploaded to the servers (such as the ones we play on) to be able to test the updates. So until they make the content live, they have no actual way of seeing if the update is working, the best they could do is keep checking over the update files, to make sure they don't see any script errors or anything, but like i said, until they make the content live, I don't think they can actually confirm the updates are working. I am a custom firmware user, and i do take a look into game files and game update files on my PS3, so I know what goes on most of the time. I have not looked into the Destiny update files yet though.
