What if instead of providing ascension for ALL year one gear, there was a consumable to ascend just ONE year one piece of gear. I mean lets be honest, 90% only want ascension for fatebringer or VoC anyway. Everyone says they want to have a "signature weapon" so this is a way to do it without dragging every single piece of year one gear along with us. It allows us to still leave behind year one gear but bring along our one favorite. I personally agree with bungies decision on year one ascension because I'm sick and tired of seeing the same weapons (ascension kinda made all the HoW guns pointless and boring, lets be real). This would just get everyone to stop complaining about "losing all their progress" since a lot of players are measuring progress with gear (I personally don't but hey whatever floats your boat). TL:DR Make a one use consumable for each account to ascend a single year one weapon to year 2 values to sate all the players complaining about losing their progress.
