Yep. That whole conversation is in regards to finding the Black Garden, and how we will have to go through the Awoken to accomplish that. Clearly the Awoken are the ones who have not truly chosen a side, so the Stranger is sort of shaming them in her own little way. Nothing more. OP is just starting a conspiracy theory, lol.
