At 2:55, the yellow text. "Works for exotics too". This suggests that Thunderlord has simply had an elemental change, which also suggests that at least part of that "weapon dismantle to upgrade another weapon" deal includes elemental damage.

It wouldn't make any sense to alter exotics like that.
