Presumably Bungie must get thousands of reports even week, many of which are from sore losers with an axe to grind with players better than they are. I'm guessing there has to be a certain number of complaints about the same player before they will act.

I would hope so, but I looked and could not find any source saying anything has ever been done for afk behavior in Strikes.

I found this if it helps, although it's still a bit vague. I would have thought that an automatic kick from the server for inactivity like in COD or Battlefield would be the obvious solution. Or players have a certain time limit to join the rest of the team in the next restricted spawn area or be kicked. I'd suggest if you or anyone encounters people like the one you called AFK Guy just quit and deny them the rewards if you detect them early enough. Ultimately I just don't understand people buying a game and then getting someone else to play it. A month ago a guy was on the PvP forums offering to pay people by PayPal to carry him through Trials! Dear God, why?!
