No too overpowered. Maybe if you could only use them on weakened enemies it would be fair.

What? You're argument doesn't make sense. That's like saying 'in PvP, every class should be able to make a defender bubble, because it isn't overpowered.' Backstab, like the defender bubble, is a class-specific skill with a cooldown on it. Just because it isn't overpowered, that doesn't mean it should be distributed to every character in the game, at no drawback.
