It would only make sense. I'd consider using different exotics if the primaries had elements on them. They are pretty useless in nightfalls, and there's no 'kinetic burn'. Whereas primary weapon bonus and solar burn stack to blow crap up.
Don't think I've seen an exotic primary used in a raid or raid type activity in months.

You could almost say that "Small Arms" modifier is a kinetic burn. As long as they dont also add an elemental burn to the list, people would be able to use primary weapons more on the nightfall.

True, but there is no disadvantage to using an elemental burn with small arms either. Plus there's the bonus of melting shields faster.
