I believe that that the reason the Shotgun in Halo 3 wasn't considered overpowered was because of how reliant it was on the melee follow-up. This split the blame between the two, and it was still do - able with a variety of weapons. Plasma Pistol charging up, body shot Sniper, etcetera.
Come Reach, and the Shotgun is able to kill independently, and this is when it starts to irk people. Most of the blame is placed on the Shotgun itself, with some of it attributed to a greater variety of methods to move forward, such as Sprinting, Evade, and maybe some others.
However, this leads to Destiny, with its huge reliance on mobility and agility. Timing your Blink right causes you to teleport straightforward, the single fastest, feasible way to move forward a short distanve quickly. Plus, everyone can Sprint, and the slide allows someone to ambush someone from crouch-height at the same speed of Sprinting. Plus, the maps feature lots of hallways and corners. Even when this was the case in Halo, with its slower kill-times, every shot mattered, and strafing was encouraged. Destiny encourages a more reckless style of who can dish out damage until the threshold is reached.
