Yes there is a setting where you can change your PSN network MTU setting to 800-1000 to lag super hard. Guardians have been abusing this in ToO.

Can anyone provide proof that this actually creates an advantage? Why do people keep drawing attention to this garbage? Shut up and play the game. Report cheaters if you run into them. So these settings can be changed on Playstation. But I would bet everyone posting about this shet has only seen other posts about it on the forums. Drawing more attention to something like this without firsthand knowledge of what it can do is akin to middle school girls spreading rumors about Billy kissing Janie. Grow up.

One nice thing about IB - you can drop from the match without any consequences. I would probably play to get the medallion, but after I'm maxed if I ran into a bunch of cheaters, I'd just leave and find another match. I will not be changing my MTU.

If MTU is low that means packets are smaller and they get from point A to point B faster. There are more of them, yes, but in the whole scheme of things, their speeds more than makes up for the increase in amount.
