First off let me say that I have been flawless every week so I have literally all the legendaries I need. That being said I would like to say that Bungie completely screwed up House of Wolves.
Why in the world does trials have elemental primaries? They are absolutely great pvp weapons but they should not have elemental burn on them. It is a pvp activity meant to grant pvp rewards. I get that bungie is trying to integrate the two majors (PvP and PvE) and having been able to succeed at both, I don't mind. However, I am sure many do and that could be a big reason.
But the biggest factor is that it diminishes the value of PoE. With such low elemental drop rates and weapons worse than ToO weapons, it has made PvE completely worthless.
I used to do raids all the time and the reason was so that I could get weapons to do better in PvE activities. There was nothing wrong with how good the ToO weapons except for the fact that they were elemental. That should not have happened.

8 RepliesI think k it was done to make PVP players play PVE activities. They released a statement in a weekly that said only 21% of community completed a raid. Which would mean 79% didn't try or finish. Probably because they didn't have the right weapons for the job.
