Well, if you entirely want exclusive free content, the only platform that exist on is PVC. You know why? Because for the most part, they have no competitors.
Now consoles in comparison, they are basically the same to each other, what separates and gives one console an appeal to actually attract buyers.
It's all a world of business. There's nothing really different apart from the OS of consoles and their exclusives.
If you truly want a exclusive free market for consoles, it'll never happen.

Well in all fairness while the Xbox 1 can render in 1080p, majority of its games render in 900p or 720p, while the PlayStation 4 renders everything in 1080p except Battlefield 4, since Xbox renders it in 900p, PlayStation 4 renders it in 900p as well. But you are corrrect, both consoles have their good and bad points.
