Completely different hand cannons. TTK on fulcrum is gonna be a little better for PvP (without considering dmg increasing perks such as LiTC or Final Round), because of its higher RoF, it does 78 per headshot (I believe) 78+78+78=234, while Ill will does 95 per headshot 95+95=190 (only enough to kill agility specd hunters in PvP), but still 3 Shots. So I believe the Fulcrum wins without dmg increasing perks, Ill will wins with them (but you still need to be lucky). Or just use the last word or thorn.
