Ya I was thinking about having a rule like that where there is no tracking or proximity, but you can use any legendary rocket that doesn't have those mods. I had also thought of a rocket that shoots multiple missiles at once similar to the Rocket Salvo from Titanfall (I put a video at the top), where instead of a sight, holding LT or L2 would lock onto 5 - 10 enemies on your screen and fire a mini tracking rocket for each lock on. Each rocket would do half of what a normal rocket does in Crucible so you would need to get more than one lock-on to kill someone at full health. There could also be a "hip fire" mode where the missiles are unguided and could be used for close quarters or for panic. With no lock-on, RT or R2 could be held to spray all of the rockets like in the video above.
