Ill Will with luck in the chamber and final round, and a 5 shot mag.
It's almost as good as Hawkmoon, but legendary.

Hawkmoon has a 13 round mag which makes each round about a 6.5% chance. With IW's Hawkmoon-like roll, there's a 20% chance per round of extra damage. Also, after weapons 2.0 Hawkmoon's damage will no longer be able to stack whereas in the IW's setup, LiTC will still be able to stack on the final round. I would argue that IW, the fulcrum, and RH9 with be able to complete with the exotics, even after weapons 2.0. [spoiler] I run the fulcrum with LiTC, smallbore, and final round. Going to try fit the same on my IW.[/spoiler]

Yes, I agree the chance of bonus is higher. I still prefer the handling of the hawkmoon though.
