Ok, first off, XBoner here, so I can't comment on Monte Carlo.
Secondly, I'm making some assumptions regarding how the AR damage buff is going to shake out. Basically, it looks like Bungie is turning ARs into SMGs, where they'll do increased damage in close range and have a quick damage falloff at mid. I am expecting that an AR at midrange will probably do the same amount of damage it is now, so we won't see a TTK change at midrange. Everything that follows is based off this assumption.
I know a lot of people are excited to break out Suros again, but I think it's still going to be the worst exotic AR after 2.0. Suros is a midrange weapon. Its strength is that it allows you to hang back and pop headshots for days. But ARs are going to have a damage falloff at midrange, so I don't think you're going to see a TTK improvement at midrange. Suros really isn't that good in close range, it's just not the area it's built for, so it's not going to see a big benefit from a close range damage buff.
As for Hard Light, I'm excited to see how the buff affects it, because I have always had a soft spot for the weapon. But, as far as exotic perks go, it's really not that great. And no, I don't think Hard Light is exempt from damage falloff. That's absurd. It's a poorly worded sentence.
Now let's look at Necrochasm, which, to refresh everyone's memory, receives:
* Increase base Stability to 60 (was 40)
* Increase magazine size
* Cursebringer perk will always trigger on a precision kill
* Cursebringer explosion has increased radius and deals more damage
Now, pre 2.0, Necrochasm was already the fastest TTK exotic AR, clocking in at .8 seconds (source: https://docs.google.com/spreadsheets/d/1L7FV9l4hXo2tHD3XlFUp854XvJIwTKFIPvASLduPPS4/edit?pli=1#gid=0). Now, I will be the first person to say that TTK is not the end all, be all of determining whether or not a weapon is good, but when you combine Necrochasm's stability buff with its high ROF and a CQC damage buff, I think it's going to be downright nasty up close. Rangefinder will also allow it to stretch out into territory that Hard Light might not be able to cover, and who doesn't like watching their enemies explode, weakening your next target for a quick double kill. All in all, I think you're quickly going to see Necrochasm become a very competitive PvP option, and possibly your best exotic AR option.

Edit: This topic was created around 07/21/15 prior to the revelation that there would be Year One exotics left behind as well as redesigned exotics. Since they have revealed Year Two Suros, which appears to allow the user the choice of Focus Fire or a perk that makes the weapon fire faster the longer it's fired, I'm thinking Suros 2.0 will be downright nasty.
