Xur has done several things once, same gun back to back, no heavy anmo back to back so on so forth. All claimed to be glitches on the forums by many lol. People love their conspiracy

Bungie gave a BS no explanation excuse as to why xur was "glitched" and could not fix him to sell a weapon

Deej explained it, they were unsure of the outcome of adding items in while he was already on his set schedule. Makes sense considering its automated. No one clicks the on button on xur. So changing/removing xur may have set off a chain of uh ohs only to be realized on the following weeks xur. From a coding stand point it makes sense to me.

And I'm sorry after Bungie stated they would not touch the gally then went back on their word. Its hard to trust those working with Bungie as well.
