I used to be in the same boat as you, when raid was the only way to get end game gear, but.....You can get to 34 without ToO, and without PoE 34 or 35. Just make sure you do PoE lv 32 once a week and get the armor core you need to buy the armor the Fallen dude sells in the Reef. It's all light level 42. When you get a full set, you will be level 34. It's much easier than having to grind raids to get high level gear, like you had to do before HoW. Next time you play just go to the tower or reef and send out messages that you need help to do PoE 32. Since you only need 3 people you might be surprised how quickly you can get a game going. Once you get the armor you need to get to level 34, then start doing PoE lv 34 once a week too, and you can get etheric light. At that point it's just about customizing your armor at your leisure.
