I use it situationally, if in ToO all three enemy players are using Thorn/TLW/Felwinter's/Tomoorow's Answer, you bet that ass I'm going to play cheap and use it as well. I actually much prefer my messenger or Suros against the handcannon's but in competitive play, we all play to win so a level playing field it will be. You'd be a pretentious, self-righteous asshat to not recognize the state of PvP is run by cheap weapons that you can still showcase gun skill with if you kill them before they kill you.
