I just did around 5 or 6 Tiger strikes on my Titan, was able to get one blue engram each time - all boots. I wore my "Blessing of the IV" emblem while decrypting them & received a vanilla set of boots for my Warlock! (: Check her out if you guys want! I attempted to try running on my Warlock to see if could that lucky again, but alas I could not. I'll try again once the reset happens with my Hunter and see if it works. (:

In my experience, if I put on "The Blessing of IV" and I go see Rahool, my blues will become Strange Coins, Motes or - sometimes - legendaries more often than without it. (: I'll have to do a bigger test to find out and I'll update back.
