The nerfing of a raid weapon like this means that we will likely never see another set of raid weapons have the same functionality as the Vault or CE weapons. My bet is we get a bunch of good weapons but with taken burn replacing the third perk slot thereby making it only as effective as a rare. Black hammer has a perk setup that makes it coveted as an exotic. Wanna know what other, say arc primary handcannon has that same coveted status? We may as well take firefly off of fatebringer and replace it with its oracle disruptor. Can't have whole mobs of enemies dying in one hit.
