Not the way they wrote it. The notes say "no damage output for Hardlight projectiles", not "no post-ricochet damage falloff for Hardlight projectiles" nor "no damage falloff after Hardlight projectiles bounce".
It's very possible that they don't write very well, however. And if incorrectly expressed requirements like this example are getting into the hands of the coders, that would explain a LOT.
If it goes in with no falloff as expressed, HL will be the undisputed king of ARs, it will be as prevalent as Thorn, and they'll nerf it, saying "unintentional affect on pre-ricochet projectiles". :-/
