You just have to run 'Fist of Crota' mission and kill the blade of crota until you get it. You may have to keep returning to orbit and relaunching the mission after you kill that blade of crota in order to get it since it's a low chance drop.

I saw on another post that Bungie is contacting the developers since it appears to be glitched, no surprise there.
