Hello,
To have received the EV-30 Tumbler Sparrow, you must have purchased and played the Expansion Pass before January 15th. If you had not played it before that, or purchased it afterwards, you are unable to earn this sparrow. If you haven't received this sparrow yet, nothing can be done.

Not 100% sure about that. There is a sparrow for the VIP's of Year 1, but we don't know anything about it.
