How the hell would you call ice breaker OP in PvE? The OP PvE sniper would be black hammer. Not for long, though.

Black hammer has limited ammo and low clip size

Limited ammo my ass! You can/could get infinite ammo by rapidly hitting things like bosses. I don't know what you would use it for anything but that.

Did you even read the black hammer Nerf, it takes reserve ammo now, not infinite
