After doing a bit of research on that particular error, it seems it is due to a registering payment delay.
Most times it seems the license registered after (x) amount if time, and the person was able to play.
I attached a link referencing another persons issue with that code on another game. There are quite a few if you search for that particular code. Sorry I'm unable to give you a timeframe for when you will have access to the game.

Is this really the closest thing to actual customer support for bungie? This is really frustrating. Huge company doesn't even have a phone line or ticket service...

So now it's sonys problem? If that is true why did I receive all the pre order items in my que if the payment is on hold? And why would that now allow me to play at all, instead of just new the newly purchased content?
