After waiting weeks to get my hands on the Shadow of Veils, I was immediately disappointed as soon as I picked it up. The Fallen specific perk is Shank Burn? How is that acceptable on a sniper rifle? Why would I even waste a bullet from a special weapon to take down a shank?
Sure, if made some pot shots at shanks before with a sniper, mainly when I'm at a long distance and I don't mind clearing out some extra enemies in quick succession. However, it's not something I do even close to regularly. With Shank Burn, Shadow of Veils feels like any other purple arc sniper rifle. There's not anything special about it.
Yeah, it looks cool. Sure it has a great scope with nice target acquisition. The reload speed isn't bad and there's a nice stability perk...but the gun, at best, is good. Not anywhere near the level of Praedyths or Black Hammer. This was supposed to be the third sniper in the end game set for year one. It doesn't feel like it fits with the other two at all.
When it comes down to it, Shadow of Veils is just another purple sniper. It's not a gun that should hold a place in end game tier weapons. It just doesn't hold up when you compare it to its raid level equivalents. Who thought this was a good idea?

There's a rumor that there will be a giant shank boss in TTK. Don't know if it's true or not of course.
