I'll begin:
[spoiler]Famine: All weapons start without ammo, and can only be filled to 50% capacity
Rekt: Bosses have 50% health
Fired: Bosses do 2x damage[/spoiler]
Here are a few for Nightfalls and Raids:
[spoiler]This is My Swamp: All Ogres are Majors and have 3x Health (includes Phogoth)
Death is Everywhere: All enemies are Majors and do 2x damage
What Just Happened: Heavy ammo regenerates
Quit Now: Upon death, enemies gain 3 levels
LoL: Gjallarhorn does 5x damage
Samurai: Sword damage is doubled
Ascended: All enemy light levels are increased by 3[/spoiler]
Thoughts from the Community:
[spoiler]What is Life?: If a Guardian uses their Super in any form, all Guardians are returned to orbit.
Betrayal: Friendly Fire is enabled
Nerfd: All enemies do 10% of normal damage
Become Legend: Exotic weapons deal no damage. If a Guardian has an Exotic Armor piece equipped, they deal no damage
Synth Up: No ammo drops
Shielded: Solar, Arc, or Void damage is significantly reduced[/spoiler]
Make any kind, good or bad!

Kamikaze - all enemies run up to you with a speed boost and explode when their health is depleted to 20% ( except bosses obviously) ( lol imagine thralls)

Speed Standing still increases damage taken and reduces damage dealt.

Toxin: Any damage done to you from any enemy causes poison damage similar to Thorn

( negates the use of Red Death, Suros Regime, Titan Storm Fist Transfusion, Blink Strike from Bladedancer, Apotheosis Veil for Warlocks, and Life Steal from Voidwalker )[/spoiler] Light's Reign : [spoiler]Supers, Grenades, and Melee abilities have increased damage/duration ( 100% damage for supers, 25% increased duration for supers/grenades, 75% damage for melee abilities, and 30% damage for Grenades ) but use of these abilities leave a debuff that reduces the charge rate of your abilities for a short time ( maybe called "Light's Retreat"? )[/spoiler] Dark Atmosphere : [spoiler]All guardian movement speed is reduced by 33%, jump height also reduced by 33%[/spoiler] Scorched Earth : [spoiler]Enemies will not drop ammo. Reinforcements: 3x the amount of enemy's than normal Enemy promotion: all normals become majors. All majors become ultras Care package: vanguard gives you alittle but of help with supplies. Scorch cannons, heavy/special boxes, swords Alliance of Darkness: all Cabal, Vex, Hive, and Fallen are working together for your head. Oh and their all majors. Alliance with Wolfpack: house of wolves aid the other houses to destroy you (only applies to fallen strikes) Celebrants of Oryx: Oryx sends his best soldiers the celebrants to aid the hive (only applies to hive strikes) The collective minds: the Vex send their most prestigious minds(vex ultras) to reinforce there lines. (Vex strikes only) Cabal Armory: 4x the amount of Colossus, centurion, and operant ultras. (Cabal strikes only)

[i][u]Sonar[/u][/i] - No HUD (including reticle for the gun), gun image (can't see the gun), or sights when ADS (still zooms, just no gun there), but you get "echolocation" (think promethian vision from halo 4, only constantly active). [u][i]Unorganized[/i][/u] - Each weapon gets the surplus perk added (doesn't stack with the normal surplus perk), but you drop ammo over time (loose all ammo from max in 1.5 minutes). [u][i]Berzerk[/i][/u] - Enemies automatically become enraged (like knights/ogres) when shields are broken (doesn't happen with bosses). When they are enraged, they gain 2x damage resistance. [u][i]Leeroy Jenkins[/i][/u] - All players get shoulder charge, shoulder charging an enemy staggers them and provides the player with the battle runner perk, but all weapons deal 20% less damage.

I like that Betrayal Modifier. Friendly Fire should be a mod Bungie can introduce.

2x or 3X speed for both enemies and guardians. Would make it extremely frenetic and quick paced. "Fleet-Footed".

[b]Wait Your Turn[/b]: Super and Grenade/Melee only recharges while holding a relic similar to the Chalice of Light from Crota. Only one player can hold it at a time and when said player's super is charged, it drops for another player to take.

Friendly fire is one of the best ideas so far. I'd like a modifier called '[b]Grenade Ninja[/b]': No matter the distance, or the angle, if you throw a grenade whilst hovering over an enemy in your target reticule, it hits them. no ifs, no buts, guaranteed direct hit, in the face. Payback for all those sneaky Dregs and Hobgoblins and their sneaky grenade throwing ways!
