Silly thing is, is that if bungie puts IB and ToO on dedicated servers, lag would be relatively low. Lag switchers, host booting, and other assorted cheats that are accessible through Peer-to-Peer connection would be non-existent. Getting DDOS'ed is still possible because they attack your router with mass amount of junk data. I just wish Bungie at least rubbed a couple brain cells together in that blob of meat they consider a brain to understood that dedi's would be needed to prevent such methods of cheating. Though alas, that is not the case.

Dedicated servers? Is that in the activision dictionary? I don't think so.

Activision is just the game publisher, and simply deals with prices, DLC, stockholders, and other financial dealings regarding the game. The game servers are dealt with and monitored/maintained by bungie. So responsibility falls pretty much on bungie for not having dedicated servers. I am sure there are other small factors that are in play, but the heads at bungie have the final say.
