The E3 build of TTK showed armor pieces with hyper specific armor perks. However if this is the future of armor pieces it will cause several severe problems in the game.
First Problem: Hyper specific armor pieces require multiple copies of armor for different perks. Lets say I see an arc burn nightfall, then a solar heroic. Then I say "Welp, better switch to my solar burn armor!" Then apply that to any possible situation. It will take a massive inventory of armor to use the perks in the way Bungie intended. Currently the game does not have enough vault space to support this.
Second Problem: The probability of getting the perks you want are slim at best. Even if you want to ignore the new armor perks, you need to get the correct old armor perks, since ascension will most likely not return. Even if there is armor reforging, you have the old perks that are useless on top of the new perks that will mostly be useless. Rolling for it will be possible for elite players but not for casual players.
With each new expansion new gear is expected. A Yu-Gi-Oh reference, why would I get a card that requires me to discard a card to block an attack when Negate Attack does all that and more. New armor pieces need to be broad in new ways and outdo their predecessors.

They should just add a "shield pack" to your load out, so that you can equip the various shield types per mission to whatever armor is equipped. Said packs could be leveled 3 times to reach the max 25% armor buff as an "overshield". No armor shenanigans would be needed.

Also, I kind of like the idea that certain burns can kill YOU too in a strike. At a minimum if they are going to create elemental burn armor, they should make it fixed from a raid or something where there is only one type of it and not many elemental variants around.
