How about tiering by lvl and lag time?
That way there is just gear and skill left.
That way lvl is mostly a pve thing.

Amount of lag time can make a huge difference because if your lag is longer than theirs by the time it takes for someone else to kill you then by the time you see them you have been killed and cannot even fire back and for some weapons that is less than half a second.
