Do you have to be rank 3 in Iron Banner for the Spear or Felwinters to drop?

I have been playing a lot lately and I didn't see any of these weapons drop yet and I that's the only reason why I'm playing Iron Banner

Weapons do not drop until you've attained level 3 inside The Iron Banner.

I have seen a radaghast and the scout rifle drop for 2 level 2 people yesterday. So they do drop before level 3
