I have don't this too it works. The reason the price is higher is because of the electronic exports/imports and other taxes added on to items like videos game sold in the UK. If you change your region you avoid these taxes. Haven't done it in a while but worked when I did it a while ago.

I thought of doing this but was told it doesn't work if your original game is from the UK and you get the DLC from the U.S.

Nah it does work for destiny at least, it depends on the game more than anything, but yes I can confirm US dlc works for a UK destiny, it's how I brought my overpriced dlc ;)

Yes, I had made account in UK and Japan by using address of random place and able to get in to those regions store no problem.
