So basically I grind Tiger for vanilla gear and eris for tdb gear?

That's the idea. I you are trying to grind Eris missions, though, several people who tried it said it didn't work. Although, someone else said grinding the Fist of Crota (the first quest/bounty) works.

Also what would the description be for a Tdb Engram

My guess is the same as vanilla, since there was only one Cryptarch at the time.
