I bought the expansion pass, and got a message thanking me for buying the dark below. I can also see the mission/quest from Eris (I'm not lvl 20 yet) but I don't have anything from house of wolves, I know I have it because I can't purchase it. Do I need to be level 20 to access it? Thanks.

Yes. You must be level 26 to begin the House of Wolves story missions.
