How did some people get the recon armor already?
I know bunige has to "deem" you worthy but what are some examples of what people have done to get recon armor?

Yes I understand that Moderators are selected by Bungie, however Im talking about the people that would never use the forums and just enjoy a nice game of halo matchmaking.

Only one person did, and they were on there 4 times when bungie was picking them. I also think only one person has gotten it for machinima. I wonder if bungie will have another V-Day playlist...

the old requierments of recon is to be a bungie employee or be part of the bungie community and be selcted by bungie

People have obtained it by being an employee/moderator, doing outstanding things in Halo 3, being large supporters, and a few other things as well. There is currently no set criteria that will give you recon armor right now.
