It is upsetting isn't it? My old raid team (pre dlc) used to consist entirely of 29s, and we did awesome, it's a shame much of the community still doesn't understand the level system.

I think has more to do with the fact you can get lvl 31 with vendor easy so it makes to harder to tell who has actually ran if before and who is doing it their first time, and most people don't want someone running it the first time at dying all the time.
