I doubt this, didn't legendary engrams get dropped from vanguard tiger?

I think if you pick one up off the ground it counts. I did it just a couple weeks ago helping someone level.

No, it has to come from the reward screen. If you read the description of the engram you will know what kind it is. If it refers to the tower it can yield vanilla gear.
