Yeah I know hand laid stock gets you there or really close. I think a few other middle tree perks might as well. Not sure tho.

Its my current favorite pulse rifle.

If you can roll feeding frenzy, hand laid stock and reactive reload your golden. I couldn't but it's still fun. It's a legandary strangers rifle without the awesom sights and full auto.
