It's not about skill, it's about experience. It's so easy to hit 34 now that only the Grimoire will give you any clue as to whether they know what they are doing in VoG, or are likely to have any guns that would be helpful in anything heavy. Doesn't mean we shouldn't play with them though, we've all been carried to get good gear at some point.
