Dude, I was busy typing to this post how this stupid thing is still bugged as I have the same issue as you, but my warlock was just standing in the Vestian outpost for about 20 minutes or so, and the quest green exclamation mark appeared and I can continue now with killing bosses. Worth a try for others that have the issue.
