A Solution to the Gjallarhorn Problem
I don't think Gjallarhorn should be easy to get. I don't think Xur should sell it (again). But I understand how anyone who has put in 1000+ hours and not gotten one does have a complaint. Especially when it could randomly drop for someone else in their first week of playing.
So,[u][b] the solution is to make it obtainable via an Exotic bounty[/b][/u], like Thorn. Don't make the bounty easy to do, in fact, make it difficult so that the reward is proportional to the effort. But at least everyone will have a shot, and ultimately the only excuse for not having one will be that you didn't put in the work (or have the skill).
(In fact, I personally think [u]every[/u] Exotic weapon should be obtained via a bounty. It adds more variety to the game.)
Full disclosure: I have 3 of them, and have sharded several others, so this isn't a complaint about not having one.

The part I have a problem with some exotic bounties is that they force you to do PvP. If someone sucks at PvP then they have no chance and will soon give up and then the fun is lost. Give PvP weapons the PvP bounties and PvE weapons purely PvE bounties and then we have a happy medium and I would be happy to do a bounty for every exotic weapon.

The only exotic weapon I dont have. Hasnt been an issues. Beat solar burn skolas without it.
